Local governments own and maintain wastewater collection systems. The collection systems convey flow to the HRSD regional collection system and treatment plants. Regional wastewater initiatives for Hampton Roads municipal utilities and the Hampton Roads Sanitation District (HRSD) are coordinated through the HRPDC Directors of Utilities Committee. Hampton Roads is served by separate sanitary sewer systems which means runoff from rainfall does not flow to the wastewater collection system. Localities have separate stormwater collection systems that convey flow to streams, rivers, and the Chesapeake Bay.
In cooperation with the Hampton Roads localities, HRSD developed an integrated plan to reduce sanitary sewer system overflows. The plan addresses regulatory and environmental obligations and protects public health and the region's water resources. More information is available at the links below:
HRSD Service Areas

Areas outside of the HRSD boundary use onsite wastewater treatment systems or are served by other wastewater treatment utilities. Some properties inside the HRSD boundary rely on onsite wastewater treatment systems if they are located outside of the HRSD service area.
