Solid Waste Planning

The HRPDC provides a framework for coordinating solid waste and recycling programs in the region and serves as the designated regional solid waste planning agency for the Southeastern Public Service Authority (SPSA). The HRPDC will continue its efforts in maintaining the regional solid waste management plan and completing the annual recycling rate reports for the localities in the SPSA-service area. Localities outside the SPSA-service area are served by the Virginia Peninsulas Public Service Authority (VPPSA).

Regional Solid Waste Management Plan for Southeastern Virginia

State law (Code of Virginia, Section 10.1-1411) and regulations implemented through the Virginia Department of Environmental Quality (DEQ) require that each Solid Waste Planning Agency throughout the state prepare, maintain, and when needed amend their regions Solid Waste Management Plan (Plan).

This plan builds upon the previous solid waste management planning efforts in southeastern Virginia and establishes a framework by which this region can meet the state-mandated planning requirements and recycling goals as well as the long-term waste management needs of this region.

Recycling Rate Reporting

Each year the Commonwealth of Virginia requires local governments to submit documented recycling and waste disposal information to determine whether mandated recycling rates have been met.   The Hampton Roads Planning District Commission (HRPDC) is responsible for reporting this information to the Commonwealth of Virginia’s Department of Environmental Quality (DEQ) on behalf of the Southeastern Virginia Region.  The region includes the Cities of Chesapeake, Franklin, Norfolk, Portsmouth, Suffolk and Virginia Beach, the Counties of Isle of Wight and Southampton, and the Towns of Boykins, Branchville, Capron, Courtland, Ivor, Newsoms, Smithfield, and Windsor.

Under this provision, the Code of Virginia requires the Southeastern Virginia region to maintain a minimum 25% recycling rate. Southeastern Virginia’s annual recycling rate includes all recycling data from the residential, commercial, and institutional sectors located in the region. Each year, the recycling rate fluctuates but is typically between 25% and 35%.
