[ARCHIVED] Six-Year Improvement Program (SYIP) Update

The annual Six-Year Improvement Program (SYIP) is a process administered by the Virginia Department of Transportation (VDOT) that outlines planned spending for transportation projects proposed for construction, development, or study. It is comprised of the allocated public funding for transportation projects within a six-year window. Each Fiscal Year (FY) the SYIP is updated as projects advance, estimates are updated, and new priorities are identified. The SYIP also reflects projects funded by Metropolitan Planning Organizations (MPO’s) such as the HRTPO and others across the commonwealth. 

For the FY 2026 – 2031 SYIP, VDOT and DRPT held an open public comment period, that consisted of public meetings across the commonwealth, just concluded on May 21, 2025. The final version of the FY 26-31 SYIP will be going to the Commonwealth Transportation Board (CTB) for approval at the June 2025 meetings. The Draft SYIP includes $18.8 billion for Highways and $7 billion for Rail and Public Transportation, totaling $25.8 billion total for the SYIP six-year window. This provides funding for more than 4,500 projects across the commonwealth, with 802 of those in the Hampton Roads Region.

The SYIP is comprised of multiple funding programs that allocate funds to a variety of transportation projects. These programs include the State of Good Repair (SGR) Bridges and Local Paving, Transportation Alternatives Program (TAP), Virginia Highway Safety Improvement Program (HSIP), and Revenue Sharing, among others. The SYIP also includes funding programs  allocated by the HRTPO, such as the Carbon Mitigation and Air Quality (CMAQ) program and the Regional Surface Transportation Program (RSTP). 

SGR funding is directed towards the improvement and replacement of bridges, as well as paving projects. While funding sources like HSIP are focused on safety improvements, others such as CMAQ are focused on improving air quality.
