HRPDC developed a two-tiered approach (local and regional) to coordinate locality and stakeholder involvement for the Phase II WIP throughout Hampton Roads. The local tier consists of local government teams of staff from all departments affected by or affecting nutrient load reductions. The local tier developed the locality’s Phase II WIP nutrient reduction strategies and identified combinations of programs and nutrient reduction methods. Strategies from the local tier also informed the development of a preferred regional nutrient management scenario.
The regional tier is a steering committee composed of locality representatives, federal and state agencies, agriculture representatives, and selected environmental groups. The Regional Steering Committee serves as a forum for local government representatives and other stakeholders to communicate their questions and concerns as they identify Phase II WIP strategies and management actions. HRPDC staff works with the Steering Committee, state staff, and EPA staff to address the local government concerns and provide technical assistance to develop management action scenarios. The Regional Steering Committee also provided oversight for the development of a preferred regional nutrient management scenario. Chesapeake Bay Phase II Watershed Implementation Plan, Hampton Roads Regional Planning Framework, Scenario, and Strategies: This report was prepared by the Hampton Roads Planning District Commission (HRPDC) as supplemental material intended as an appendix to the February 2012 local government strategy submittals to the Virginia Department of Conservation and Recreation (DCR) as input to the forthcoming Virginia Phase II Watershed Implementation Plan (WIP) for the Chesapeake Bay TMDL.
